I don't think the issue is with sexy women in videogames. It's when female characters are only given sexy options to wear. (Which isn't the case at all in ESO btw). And males are given 0 sexy options to wear.
Sexy females are okay, non sexy females are okay, sexy males are okay and non sexy males are okay too. But when some games only make sexy females and unsexy males. It does feel of sexism. And it's directly taking away options from people too.
I personally do like non sexy females because I think it's a much less used trope in games and media, and I like my sexy males because it's eye candy and also not very used trope in media, unless it's for laughs, or to be weird.
In tera most female armor is sexualized and most male armor is not, which is an issue IMO, for example.
As for this costume, hmm not my cup of tea, I don't like the flap as usual, and the jacket is too short. I would make the jacket longer and remove the flap. Now it looks like a slutty child boy scout version of a vampire outfit.

But the whole idea that female sexuality only exists to appease men is sexist af. There's plenty of women irl who buy lingerie, do makeup etc because they enjoy it (even if no one gets to see said lingerie). There are even modders like Krista (nsfw link), who actually like the whole armored bikini aesthetic.
Thing is, it's much more complicated then "catering to 12 year old boys". I don't care about this specific outfit, but I hate the notion that women, even digital ones, must be covered no matter what. Female body is not some filthy thing that must be hidden away.
