CC issues work both ways. You're very likely to get CCd and melted before you even have a chance to swing it if you come up on a 24 man group.
Anyone who has ever used master brawler in PvP knows that you will never run into a situation where you can hit 24 people with a single cleave.
Realistically you won't hit more than 8-10 people ever even in really zergy situations.
In PvE there's so few encounters with this many adds stacked that it's probably not viable in most situations.
