There's a simple and tiny add-on called Pet Dismiss, bind to a key and, voila!, no pets.
I use it all the time. Feel free to gently point this out in chat at every conceivable occasion.

I agree with this, if a necro can’t summon the spirit mender without gaining a bounty then how is it that sorcs can walk around with daedra familiars during a war with daedra?

Well I used to dismiss my pets in town before I discovered Pet Dismiss. So it can be done.
It's one of those things that really should be built in to the interface.
I regret that it may be more difficult for console players but I don't have the knowledge to help there.
