Hard to say really. I haven't spent any money on ESO since Christmas, but that's because there hasn't been anything I wanted to buy. I don't buy dungeon DLC because I don't play dungeons enough for it to be worth it, and there hasn't been much in the crown store which appeals to me, so I still have over 6,000 crowns left from last time I bought them. I was considering Forgemaster Falls, but then real life got busy and by the time I got around to it the house had been removed, so I guess that's out of the question now.
I would get Greymoor but since it's just a zone and story with none of the extra features previous chapters have had (basically it's a story DLC) it seems overpriced and there's no incentive for me to get it on day one. So I'll wait until either a sale or when I'm more caught up on the stuff I've already got and ready for a new zone.
I wouldn't say I'm unhappy with the game, and I'm certainly not consciously boycotting it. But it's increasingly seemed like ZOS don't want money from players like me (and maybe don't want players like me in their game) because I used to spend a lot on this game buying zone DLC, costumes which look like clothing the NPCs would wear, pets and mounts which look like actual animals, hair styles etc. Now I'm down to 1 DLC per year and only really buying the occasional furnishing.
I think it's interesting to see if people actually back up their complaints about performance, balance, etc. with actual deeds. Are you spending money on the game right now (ESO+, pre-purchase DLC, Crown Store)? Are you fine with its current state?

The only real way of seeing whether people back up their complaints with actual deeds is to ask them if they are still playing. Whether they pay or not is fairly irrelevant, if they're still playing then the game is still enjoyable enough for them to do so notwithstanding their complaints.

It would be interesting but we will not find the actual answer in a poll. Those who say they are not spending money and still playing the game will answer the same in a poll. Heck, some will probably choose an answer that they are not spending money thinking it will sway Zos.

I didn't spend on anything since almost a year ago.
Performance is poor in both PVP & PVE.
Combat balance continues to degrade.
The list goes on.
Though I'm still playing so I give a chance to ZOS.
