    Call of the Shivering Isles

2 piece: Decrease Maximum Health 2000
3 piece: Decrease Maximum Stamina 2000
4 piece: Decrease Maximum Magicka 2000
5 piece: Call of the Shivering Isles

When you take physical damage from an enemy you have a 15% chance to summon a dark seducer whose basic attack deals 5000 physical damage for 15 seconds. This seducer emits a 10 meter aura that deals 2500 poison damage to nearby enemies each second, increases your weapon damage by 250, and slows enemies by 25%.

When you take magical damage from an enemy you have a 15% chance to summon a golden saint whose basic attack deals 5000 magic damage for 15 seconds. This saint emits a 10 meter aura that deals 2500 fire damage to nearby enemies each second, increases your spell damage by 250, and slows enemies by 25%.

When both auras of the seducer and saint are active on the same target the damage is doubled, the spell damage and weapon damage buffs are doubled, and enemies are immobilized and can not escape for 5 seconds.

Each shivering isle knight can only be summoned once every 15 seconds individually, when both are summoned together this cooldown is increased to 30 seconds.

I am super not a fan of the increasingly stat-dense Mag/Stam (e.g. Gives 833 Weapon Critical and 833 Spell Critical) approach to crafted sets.

A much better way to implement the crafted sets is, as someone above mentioned, to allow the user to select their desired 2-4 piece bonuses from a "menu" of the standard buffs, perhaps with a stipulation that you may only use each option once.

So instead of "Gives 833 Weapon Critical and Spell Critical" you would let the user select whether they want to craft the set for Stamina or Magicka and not just give them both for free. That would also indirectly buff sets like Pelinal's.

That way, ZOS could concentrate on coming up with inventive 5-piece bonuses and then allow users to round-out and customize the rest of the set to their own liking, aka making them truly feel "crafted."

I’d like to see an overhaul of crafting myself. Forget static sets, you get a 100% customizable, build your own set. You’d research set bonuses like anything else and could do so for any set bonus in the game (except, possibly, monster sets, weapon sets, and the artifacts being added with Greymoor).

if it ends up too OP on WW I support making it not work in WW form. this is purely so people can play unarmed builds and not suck.

Not that it would help a lot, because WW is useless anyway, but I was thinking of a set that would utilize "kiss - curse" (penalty for something, but gain in something else) - kinda like New Moon Acolyte:

2 items: Adds 1206 Maximum Health
3 items: Adds 1096 Maximum Stamina
4 items: Adds 129 Weapon Damage
5 items: Increases the cost of your active abilities by 15% while in human form. While in Werewolf form, you gain 300 weapon damage and Minor Toughness and Major Savagery, Increasing your maximum health by 10% and weapon critical by 2191.
The Final bonus of this set becomes active after 30 seconds after equipping this set.

Edit: added "protection" so this set could not be back-bared and weapon - swapped just before using WW ulti.
