They never used to even give us an estimated finish time. And unfortunately that's all this is - an estimate. As for natch potes, this is just for the hotfix they made a post about.

I got up at 5am did my hiring downloads, crafting writs, went banking, updated my guild traders, then got my dailies set to do when I log in.

Nine times out of ten they're done beforehand. Sometimes by 15 minutes, sometimes by 2 hours (anyone with curiosity would be familiar). Last time it was right on the button.
This is different with the holiday and the xmas break problems still plaguing everything (and that includes what happens to personnel over that break).
For the record, I was not making that post to defend them. I don't see getting done early as a "treat for us" given that no one's realistically going to check to see if they can get in early. For the vast majority, you give us a time when you're done, we show up at that time. [EXTENDED] is no bueno.:shrug: Yes, the maintenance is done when its done, and if problems crop up it will take longer. However there are posters who, if an estimated time is given, will immediately grab pitchforks and torches if things aren't back up at 1 minute past the estimate. Those people never bothered to notice when they finished early.

It is.
More than just government takes the day off, many utilities do as well. Most larger businesses will if it does not impact the core business functions. I work for a very large utility (dozens of large power plants) and MLK is a hard day off, heck veterans day and the day we vote are both floaters but MLK is one of the core off days.
