i7 8700k oc 5ghz + z370gt6 biostar. Generally low end motherboards are as good as high end ones unless you want to squeeze 100more mhz via overclock or "need" some of their features.

The difference between an overclocked i7 9700K and a random mid-range CPU is <5 FPS. If you're upgrading, don't do it for this game. Do it for your other games. That i7 9700K will do wonders for you in other games (at CPU-bottlenecked resolutions), but if you just get it for ESO, you will be disappointed.

Yep, an i3 with a GTX750. Try not to be jealous. But honestly, it runs ESO and Fallout76 (the two newest things I care about...my last game was VTMB) just fine.
I also recently got an ASUS TUF laptop (the model with the Ryzen 5 and Radeon Rx 560X). It also runs ESO fine.
Potatoes these may be, but aside from the occasional hiccup, I don't have a problem (that isn't caused by my router, or by the game itself). Even in PvP.
