Heavy armor also has in it's passive increase hp by 2% for every piece, so you might be missing some math

Actually I have also tested this in many of my builds and it is still broke.
7 Medium (this works)
2% Stamina total increase
2% Magicka total increase
2% Health total increase
5 Medium 2 Light (broken)
4% Stamina total increase
4% Magicka total increase
2% Health total increase (value not increasing beyond 2%)

I don't see this problem. My health increases from 7L (14442) to 6L1M (14679) to 6L1H (14915) to 5L1H1M (15152).
Are you sure that other factors are being held constant? Set bonuses? Gear enchantments? What are the actual health values that you see with each combination? All I see are percentage values which you had calculated... how?
If this issue really existed, I would've expected far more players to have noticed by now.
