DC also has the Direnni island off of High Rock, though I suspect it's too small for a Chapter.
I'm really hoping it will be Imperial-related. Cleaning up Euraxia's mess and introducing more Imperial protagonists that want what's good for the Empire (Abnur, apparently, and Calo maybe) would be a good groundwork for following up the Elsweyr/Dragons wrap-up with an Imperial Chapter next year. They already had the Colovian Estates planned around DB's release, they just never delivered it.
Also, they originally had different styles of Imperial furniture in the game (Colovian and Nibenese), but then removed them; perhaps they are saving their assets for an Imperial-themed Chapter release just like they had been working on Murkmire and producing assets for it for years before it got released. Comparison below, removed Colovian Imperial Lightpost above, Nibenese Imperial Lightpost below that was kept in the game.
So... I remain hopeful for an Imperial ChapterImperial hype!
I would say a Redguard/Hammerfell chapter will be next.
I'm hoping for pink-tinted sands, pyramids, palm trees and blue and gold Egyptian-style stuff.
Then, chapter after that, probably Skyrim; so, Nords and snow.

After then, things will become interesting. We'd have bits and pieces of Hammerfell, Black Marsh, and Morrowind left to explore. A cool idea for a Pyandonean chapter could begun with Queen Ayrenn ordering a fleet from Auridon to raid Pyandonea in retaliation for recent Sea Elf attacks on the Summerset Islands. However, before the fleet arrives on Pyandonea, they are hit by a powerful tempest that sinks the majority of the Dominion fleet, leaving the player washed up on the shores of an impenetrable and misty sea jungle. From there, players would have to earn the trust and friendship of the Sea Elves in order to survive and ultimately deal with some of issue there (maybe interact with a faction of Maomer who are not completely antagonistic towards the Altmer and wishes to achieve peace and reunification with their long sundered cousins).
Something like that could make for a the maounique and epic storyline that would help keep ESO "fresh" for years to come.
No new area till performance is fixed.

But... we did? That’s exactly the hint in the same regard of the hint we got in Morrowind (Veya going to Summerset). And I’m looking exactly for that in Elsweyr.
Oh and why wait? Speculation is awesome.
There are a few signs pointing toward fleshing out more of Skyrim next year but 2021 is the ten year anniversary of Skyrim so it's more likely we go back there then. I'm thinking more of Hammerfell will be a part of next years year long story.
Summerset = Altmer hero
Elsweyr = Breton Hero
Next expansion will be somewhere in the north and feature the Nord Hero from the trailers as a main character.
The Nord Hero is still in Coldharbour.

FYI I would love to see Dawnguard DLC and vampire revamp, Dawnguard was funded on 2nd era so it would fit perfectly lore wise and well a lot of players would love to transform to Vamp Lord and have an all out brawl with Werewolves.
