Easy fix. A “one time” alliance change token for each character.
Not easy at all. ZoS has stated such on several occasions. It might be nigh impossible without a major overhaul of the game.
If it were easy, Alliance Change tokens would have been in the Crown Store years ago, and the parking lot at ZoS HQ would be full of Ferraris and Lamborghinis.

Personally I am not too affected since I am loyal to the Pact, but sucks for those who do not benefit from any race any alliance.

If all you want is stones, play the 7 day 4 times....its not hard. And riddle me this, is Cyrodiil being packed full of people just for stones a good thing for quality PvP anyway? I digress...
If players changed their behaviour, the change curve would be alot shallower. The change has many benefits and folks can do what they were with some adaption.

If by "adapt" you mean "do something that takes much longer for a lesser reward", then sure ... "adapt".
The 30-day Transmute farm is lucrative because you can get 50 Transmutes with like ~30 minutes of playtime. Doing the same thing in the 7-day campaigns will net you 40 Transmutes in ~120 minutes of playtime spread out over the course of 4 weeks. So you're putting in 4 times the effort and getting 80% of the reward.
Do keep in mind that many of the people in favor of the faction locks are the players who actually PVP on those campaigns, night after night, week after week. That's not to say that there aren't regular PVPers who oppose it as well, but rather to point out that the ability of non-regular PVPers to show up once a month, earn 25k AP on 15 multifaction characters and never come back until next month is really not who ZOS made this change for.
If you choose to move some of your characters to the 7 day campaign and play/repair once a week, great!
If you don't and you quit PVP on your other characters, why should ZOS care?
A. Transmute stones are supposed to be a last resort.
B. Players farming 25k AP a month per character for transmute stones were doing a little bit for their alliance(s), but the regular PVPers who make the biggest difference in the campaign score will carry on like usual.
That's fine but doesn't have anything to do with what I said.
My point is simply that the condescending "durr durr just adapt" comments are ridiculous because there really is no adapting. This was a straight nerf to Transmute farming.
Also, who says Transmutation is supposed to be a "last resort"? I don't think that's how it plays out in practice at all. For items which aren't easily farmed, Transmutation is the first choice for most people I know. People don't farm AY daggers or BSW infernos for the right trait; they farm for any trait and plan on transmuting.
But regardless, I acknowledge that there's a divide between interests here. I could not possibly care less about what faction wins a Cyrodiil campaign so the idea of faction locking is nothing but an inconvenience for me. However, I do understand that people who take that mess seriously have a different opinion on the matter.
Here's the thing, though: it's pretty clear to me that ZOS intentionally made Transmute farming a carrot on a stick to get people into Cyrodiil. It is by far the most efficient way to farm crystals. For spending the equivalent amount of time in PvE (say, by doing Maelstrom) you get 4 Transmutes ... versus 50 for the same effort in Cyrodiil.

I personally like the locks. There are other campaigns that don't have locks. If there are truly large numbers complaining about locks it seems those unlocked campaigns would be highly populated with like minded players.
