From a technical sense this would work too, but that means that everything that is currently called Northern Elsweyr needs to be changed to just Elsweyr. The final name, whether it is Elsweyr, Northern Elsweyr, or Anequina, is technically irrelevant as long as it's the same everywhere, which it currently isn't.The zone does not need to be named as suggested and should not as there will be only one Elsweyr when this new zone hit live.
There is already precedence for the new Zone to be named Elsweyr and only Elsweyr. That is Craglorn.
The original Craglorn zone was not called South Craglorn as it was the only Craglorn in the game at the time so it would not have made sense, just as the idea suggested in the OP would not make sense.

Depend if the rest of elsweyr is added like upper craglorn or as a separate zone
