Morrowind wasn't called just "Vvardenfell", so this is kind of old news. Also calling a big chapter (which they use for advertising purposes) "Northern Elsweyr" isn't as sexy as just "Elsweyr".

The zone does not need to be named as suggested and should not as there will be only one Elsweyr when this new zone hit live.
There is already precedence for the new Zone to be named Elsweyr and only Elsweyr. That is Craglorn.
The original Craglorn zone was not called South Craglorn as it was the only Craglorn in the game at the time so it would not have made sense, just as the idea suggested in the OP would not make sense.

You're most likely right, but if so, it tells us "Season of the Dragon" really means "We can make more money by splitting an entire zone in half to sell it as a Chapter and DLC."
