Very slightly less but essentially yes.

This needs to be fixed. This is a main set of many pet builds. It still on live does not increase the damahe of the bear. It does not increase with CP and it needs a pet to be active. This is also an important PvP set. And really needs to be fixed. And budded by 1k mag as it has a condition yet is barely better than juli. But at least get it working.

Isn't the activation more expensive though? That 3k is for summons, I think the cost for the heal is stupid high, not sure

So this is now a "Known Issue" per todays PTS notes. So now we wait to see if ZOS can fix or if it gets added to the list of bugs that became features, aka Stuck in Combat.

Some summoned pets are currently unable to inherit bonuses that require specific conditions to be met from their owners
Ex: Ancient Knowledge or the Necropotence item set

Quoted above from ZOS pts notes, so they know the bug now and should adress it soon, be patient :-)
