TLDR: Reset your CP to 0
UPDATE.
I found a fix.
I reset my CP to complete 0 and confirmed the dialog. Then I added back the points a bit at a time and I got a new result.
HOWEVER When you level the base skill Feral Guardian to 4 and ready to morph you expect that the level 1 of the Wild Guardian morph would be AT LEAST A BIT HIGHER than the maxed base skill, the tool tip clearly says you will be receiving INCREASED DAMAGE.
Well you won't see the increased damage until lvl 4 of the morph.
This is contrary to how it used to be:
Nova lvl 4 is 973 dmg and Solar Prison lvl 1 is 976 dmg.
Meteor lvl 4 is 3406 dmg and Shooting Star lvl 1 is 3410 dmg.
Minimal increases but still INCREASES.
Screencap shows Feral Guardian 4 has more damage than Wild Guardian 1 (on a Stam/health specced warden).

So you have to reset your cp.
(I did not change my stats, my armor or my skill bar from the original complaint)

Edit: My stats. I'm a warden health tank that solos in stamina gear
7654 to 7551 for the base damage. This is an increase? What world is that increased?
9188 to 9462 for the ultimate swipe. An entire skill point for 274 points of damage. Worth it!
