-Stamina- means muscle-powered, aka the warriors and rogues of tamriel. They are -supposed- to rely on the weapon skill lines since they do their damage by using their musclepower to wield physical weapons to slash, stab or crush their enemies bodies... that IS supposed to be their flavor!

There are sone "hybrid" skills tho, like abilities that use magica to, say, conjure up a spear of holy light, then use musclepower to poke enemies at it... and those are supposed to have two morph flavors, one putting more magica into it, and one putting more muscle into it (aka, the stamina morph).
Game-mechanics wise, any -class- would have to be just like all the other classes - predominantely magica, with some stamina morphs in their class skills, because, as mentioned, stamina "warrior/rogue" type characters are -supposed- to be dependent on weapon skills. Thus any "stamina class" would be foolishness...

That being said, a "martial arts" based stamina-support -skill line- would not be such a bad idea... Have to consider what archetypes ESO already has:
Warden = Druid / Nature
Templar = Priest / Holy
DK = Knight / Warrior
Sorc = Wizard / Summoner
NB = Assassin
Scout/Ranger/Huntress - Ranged DPS is what's missing. Something that complements bow nicely. A class that could kite well with some ranged DD nukes/snares maybe.
Bard's College should be added as the next guild skill line imo.
