So...if the Altmer are an ancient culture who strive for perfection...

Altmer search for perfection tends to be very self-centered. IMO they're not advancing as a whole culture because none of them (at least Summerset natives who really do the whole Alaxon thing) really think that way. Sure they pretend that it affects their society as a whole, but ask any single one of them and you'll see they treat it as an individual-based matter. They basically try to self-improve themselves to find perfection in their own person and that's that. Their logic is that a society made up from these people will be superior by nature.

Considering I dont play the game anymore, I forgot about these new outfits. Could you post some images? I assume they're free and not in the crown store right?
Both are normal crafting styles, just like the ones you get with many other DLCs or expansions...

The sapiarch comes from doing dailies in summerset - its a rare find in the reward packs (as usual).

The psijic style is a rare drop from summerset adventuring and bosses - IF you have a high enough psijic skill line rank.

There's a third Altmer motif: Welkynar, obtained from the Cloudrest trial.

There's also the Divine Prosecution style that was a pre-order, or IIRC, collectors edition style:

Just like with Orsinium, Morrowind, and Elsweyr, Altmer got quite a few new racial outfits that are big upgrades over the base game outfits.
