Should it stay like this, or should ZOS implement some kind of "traitor system", where the players could "vote" for traitors and after X amount of votes they could be punished in some way?
I'm aware that this kind of system could be abused by some groups of players.

You could swap to play with friends, but you couldn't swap mid campaign.
For the Alliance die-hards, like me, nothing would really change.
It would make the choice between 30 and 7 day campaign all the more valuable.
That's the cheap fix though. The real fix...
Add in NPCs titled Alliance Recruiter. When you talk to this NPC you can Join an Alliance or leave it. (Not at Character creation)
- Joining an Alliance works exactly the way the world does now
- Leaving an Alliance cost [x] gold and resets your Alliance Rank. Not the skill lines, colors, etc, just the actual Rank and Titles
- Not Joining an Alliance means you can go quest in Cryodiil. Minus all AP or Alliance based rewards. Note: this actually leaves the door open for Spies, just with no reward to it. They of course would also have their own Zone Chat too. Maybe make them still attack-able but with Increase resistances and even lower damage output. That way they aren't worth killing unless they really are spies.

Again it won't work... people have multiple accounts...Your ideas would make less players going to be traitors but at the same time It wouldn't change that some will be still traitors.
While i'm not opposed to the idea of faction locking, I do jump between factions regularly in Cyrodiil. Sometimes its to play with friends in their group, other times I will jump mid game because one faction is over populating the map compared to the others. Its no fun when the whole area is one faction and there are no fights going on because all the other factions are lacking players. However this can happen because of faction jumping...players will jump to the winning team, which creates this "overpopulating faction" issue. It's not really skill of players that wins in Cyrodiil anymore... its Zergs.. ):
