It's for PvP only. Magicka characters can use this for magicka sustain. It's enough to backbar-only it, as it's akin to a proc. So jewelry and a staff will do. It's most effective on sorc, slightly less on NB, and moderately on the other classes, I would say. Used to be BiS for sorcs, now there are a few other combos available, but it's still undoubtfully one of the three best sustain sets.

Mag PvP, I use it on my backbar, when you drop below 33% magica you get an insane regen boost, I get just over 4k regen when it procs

I use lich on Argonian healer, to spam some spells. But don't need the gold rings for a price of 500k/2 pcs. The purple are good enough. The tiny increase in stat on gold is not worth that much.

Wouldn't worry about spell damage , 14k health would mean you'll be dead before you cast one !!
