As a married person, "AFK" is guaranteed (not including emergent bathroom breaks (Taco Bell for dinner), pet issues, doorbells, and other daily nuisances which won't leave me alone as I play the game).

The game has a timer on it for a reason. It may feel like an eternity, but eventually, they'll be kicked.

PVP is kill on sight. Only exception is if I see a low level that is obviously questing, I will typically leave them alone unless they attack first.

How can I know if they are afk or not? Am I supposed to make sure I can see their player name, and then message them to check? If I see someone that I may be able to kill, then I try to kill them. If you are in a PvP area, then either stealth up before you go afk, or if you die then accept it. There are a lot of people with strange ideas about how others should play.

If you are not attending to your char because you are AFK then you must accept the possibility of being killed.

This apples to both pvp (damage from other players) and pve (damage from mobs or monsters).

Anywhere around a capturable Keep/Resource/etc I would definitely look to kill anyone AFK or not.

Randomly bumping into someone in the wilds somewhere in Cyrodill who looks to be AFK, well then I would leave them alone.

Unless it's someone that's clearly questing, a low level/cp char or if it's a friend. Some friends I don't attack but some I def will

Depends on my mood. I've ridden my mount along side of my enemies and travel the entire way to their keep. I do things that I find humorous at times.

In open world in Cyrodiil, i will not engage, especially if somebody tried to put his/her character in a corner or seems to be consulting inventory or stopped in a middle of a "field" on his/her mount.
In a keep, somebody hiding in a corner, even AFK, i'm going to kill. So many AP AFK "leechers" nowadays that they only got what they deserved. And if he/she wasn't one, complain to people doing it.

If you go into PvP amd go AFK you have no one to blame but yourself. If I see someone with an enemy logo above their head do ou expect me to walk up and wait for them to attck me to determine if they are AFK?

As far as I'm concerned and enemy is an enemy in PvP, even if they are hiding in a corner, because people hide in corners to gank you.

Not to mention the possibility they could be bait for their 5 mates who are hiding and waiting to pounce on you.
