jewelry inspiration

all my characters receive inspiration when delivering a crafting jewelry writ except the main crafter that has lv 34 crafting jewelry and all passives unlocked at that level. The others all have lv 4 only now. Is this a bug or some hidden feature?

After being advised by a friend yesterday, I tested this today as well, and confirmed the problem with my main who is at L38 of jewelry crafting skill (PC/NA). Submitted /bug 180602-003269.

FYI: The JC writ inspiration issue is confirmed fixed (tested ok for me) in incremental patch 4.0.9 on June 11 (PC/NA). The patch for consoles may be another week or two.
