This, as in maelstrom weapons, yes it require skill but try being an end game healer without SPC. And yes it can be farmed in normal with jeweler from other sets or use key fragments.How on earth does that make it pay to win?
Your subject line (click bait) and thread content dont correlate. Everyone will be in the same boat on research.
And the debate on Jewellery crafting as a whole being pay to win is old and dull. Every DLC has things that are unique and shiny.

Research scrolls acquired by writ vouchers in-game have a cooldown of 20 hours and are only 1 day each(and only per 1 crafting skill).
Crown store/Crown crate research scrolls have no cooldown and have values of 7 days and 15 days and some are for multiple crafting skills.
Crown store/crown crate research scrolls are the clear winner out of the two.
