I don't think Eton Nir is that high, but it's not impossible.

if they had written: store-background-summerset, everybody will have the confirmation of the next chapter.
But if you just name it "Glacier", some will think of somewhere in North of Tamriel or just a screen of the previous DLC (Dragonbones)
