Gina let it slip that they will be picking class reps before the next patch comes out. April 8th was the date she selected for class rep selections to be revealed. So most likely we won't see the DLC in pts form maybe a month or two afterwards.
That's my guess.
New content spends roughly 6 weeks in PTS.
If they're aiming for an early June release like last time, means the chapter will have to enter PTS in the 2nd or 3rd week of April.
That seems about right. Class reps to be the leading contributer to PTS and to take feedback into account would be good.
Remember that we also have the anniversary event coming up. People usually return to the game and special weekend access is granted to try the game. The increased numbers makes sense to wait until then for making a big announcement.

I really hope so. I really, really hope that ZOS listens to the class representatives and takes what they have to say to heart. My worry is that they'll ignore it - just like when they invited the big streamers for the pre-Morrowind talk, and like they do to 95% of PTS feedback.

They promised a class balance patch after the Dragon Bones DLC so thats probably why they're recruiting class representatives.

And that's exactly where the new Chapter comes into play. Has been the same last year. The base patch of the Chapter was the major combat rework.
