    Yes they do. As soon as you go to your faction main city you get the quest and can do the entire tutorial on that character.

    An unattainable achievement for something you've already accomplished would be the very definition of "missing out on what we've earned."

    Technically, no, because we can still achieve it, it just takes leveling a new character to do so. ZOS is offering a 15th character slot, so the new rewards aren't actually unattainable for anyone. Some people just have to delete a character or buy a new slot in order to acquire them, which stinks.

    However, the reason i think they didn't is because its much eaiser to give the rewards to players active enough to level a new character than it is to give retroactive rewards to a bunch of accounts that may or may not be active.

    I'm leveling up a new toon. I have the horse, I have all 3 costumes and the crate gave me gems cause I had the mask already.
    I'm level 22 now and the only item that I was actually able to get is the storage crate. The scrolls and stuff are character bound so only that character can use them.

    Uh... Yes new characters do have access to both quests. I've done both Broken Bonds and Soul Shriven in Coldharbour on new morrowind characters.

    ESO is not the first and only MMO to offer incentives to new players.
    When a game first comes out everyone is on the same level playing field.

    As a game ages though brand new players may feel left behind and/or lost.
    These days when you ask a newb question in zone chat you either get a good answer, a totally bogus answer or you get called names.

    Veteran players aren't too welcoming to brand new players these days in most MMO's.
    So most new players just keep to themselves and try to figure out how to play the game, allocate points, find out who to quest with.

    When I started playing and made it to Daggerfall I saw folks riding around on horses. I asked in zone how to get a horse and how it worked (riding skill/requirements/etc.) I still remember the first response from someone "Walk til you're level 50 scrub". yeah..I didn't ask many more questions in zone chat about how to play.

    There's no right or wrong here. You want the new stuff then create a new character and level it up.
