The Outfit Slot that we get is account-wide (e.g. every one of your characters will have an Outfit Slot to put their own customized outfit into). However, they did not respond as to whether if you purchase another Outfit Slot in the crown store (e.g. I have an 'adventuring' outfit and a 'town' outfit), if all of my characters get a second Outfit Slot, or just one.
Let me know if anyone heard anything further on that third point.

So, the basic racial motifs (including Imperial) have five visual "tiers." These correspond to the first four material tiers, with a fifth tier that is not normally accessible, but does rarely appear on dropped gear.
The early rare motifs, (so, Barbaric, Primal, Ancient Elf, Daedric, and Dwemer) have four weapon tiers, but their armor always looks the same.
Motifs after this are always the same regardless of level. (There may be a few exceptions, like Skinchanger and Hollowjack. Also, Soulshriven is a bundle of, "what the snot happened here.")
That said, yeah, I do really hope we can produce items from lower material tiers.
