    I will not vote because I can't decide. :P

BUT Clockwork City makes me feel somewhat uneasy..if that makes even sense. Something about it seems like it's some Coldharbour mind trick. I am there and immediately I have guts telling me "don't trust anything you see"..maybe because everything is...clockwork. ;P

Wrothgar is the most beautiful, but Clockwork City is the most "atmospheric." CWC is not a pleasant pace to be and I totally get that uneasy feeling you're talking about.

    Gold Coast
The quality of the dlc areas compared to the base game zones is extremely noticeable. I had to go with gold Coast because anvil and chorrol are my favorite towns in elder scrolls.

Obviously I'm not a fan of eso version of chorrol but anvil is very beautiful. Kvatch is really cool too.

Morrowind is a very close second, though. They're honestly all so pretty.

So, having said that I would go for wrothgar. Biggest DLC and much content in there.

    Morrowind
CWC looks impressive and gorgeous at first glance - but after a while, I get that uneasy feeling, as well. Kind of a very subtle uncanny valley. So I wouldn't call it "beautiful" but it's a very impressive achievement. (It doesn't help that many of the dailies are crap, though. I loathe the Evergloam.)

As for the others, a close run between Wrothgar and Morowind, although the other two are nice, as well, just a bit on the small-ish side, while the bigger ones can earn points for variety. Ultimately, my vote went to Morrowind.

What's really outrstanding in MW, by the way, are paths. Run from the Tel Mora shrine south, or just generally around the Nchuleftingth shrine - the path twists and turns, there's overhangs and cliffs and canyons, not the open spaces with a tree or two that most of the original zones have.

That's the point, right? :) It is true what you say and devs made a stellar job. It wasn't easy making the 'uneasy' and 'being watched' and 'something isn't right here at all' feeling. I immediately got Kafka-Terry Gilliam feeling in that zone!

Still, I will not vote, because I find every DLC zone very unique.

    Wrothgar
I would spit the DLCs by size first and put Wrothgar on par with Morrowind as large zone DLCs and then the rest.

Out of those 2 Wrothgar won by far offering a very immersive RP and exploration experience unlike Morrowind who is very plain except very few zones awesome designed.
Notice Morrowind delves and public dungeons are on a whole new level with a very good level design who won my appreciation over the Wrothgar one. But as a whole, Wrothgar is much nicer.

    Gold Coast
    Imperial City
    Hew's Bane
    Clockwork City

Out of those 4, Hew's Bane won over Clockwork City. Clockwork City is not bad at all, but once you step outside its gates there is not much you can do but walk on some endless roads which could be put to a better use.
Hew's bane on the other side offer a very immersive storyline and a good rp and e xploration experience both in the city and in the surrounding and even far away areas.

Gold coast again does not offer much outside its cities gates, despite the fact they look really well done.

Good content should offer a vast quantity and quality of options to make it really enjoyable. Cities should be large, tiered, and offer some good vista points too, wandering through streets should make it feel alive. Outskirts should be as different as possible and not repetitive at all, offering different climate regions, architectures and a good level design. And by that I mean the map should not be plain and simple but offer canyons, mountains, rivers, deep forests, in short obstacles that will make you divert from your linear path and follow a windy trail instead that end on a roadcross.
Looking at Morrowind, the Red Mountain does not offer you much choices in term of exploration and a constant immensity while wandering around. There are some bits of careful detailed content but mostly there are large amount of empty spaces you could totally avoid. In Wrothgar just that cliff alone that split the map into two offer quite a lot of possibilities. And then there are these totally different landscapes and points of interests that make every single adventure, worthwhile.

I chose Wrothgar - however it is a tough call for me for each DLC has its own unique characteristics that make them stand out. Gold Coast was beautiful, and nostalgic for me and my first ESO toon (imported from Oblivion, where she was my ONLY toon) to walk through. She wept to see the Forge in Anvil (the blacksmith in Oblivion was one of her foster fathers when she was growing up in Anvil). Fortunately her homestead was not yet built, so it was easier.

Hew’s Bane is awesome - I can not get enough of the little dragon frogs and the beautiful herons. And the Maze that is the city is forever revealing something new no matter how many times my little squirt runs through it.

Morrowind was perhaps least appealing in terms of geography (lava stomp indeed), but the richness of its life forms and cultures and traditions totally captivated me for over a month.

CWC was ingenious in how it interpreted what we consider “natural” and translated that into clockwork forms. But as others have expressed, I could not shake the feeling that there is something sinister about the place. Still, the attention to detail is quite enthralling.

I have not yet been to Imperial City (PVE player, here, not PVP), so can’t really speak to that zone.

But for me, Wrothgar wins, mainly by virtue of its snowy areas. Everything is so clean and bright and bracing up there, I keep expecting to see my breath while playing it. And oh, what a sensation to come in from the cold bracing outside into a warm, fire lit cozy longhouse. Add to that the fact that I first explored the region with my ESO toon Mazul gra Duroch in December a year ago . . . It was a perfect time of the year to explore that zone!

Wrothgar is just a bunch of snow and rocks. Pretty to look at for a short time, but eventually the sheer volume of white and no other color gets very old.

I don't really have anything to say about Hew's Bane or the Gold Coast. They're both fairly standard grass areas.

Clockwork city is a steampunk nightmare. not aided by the moderately-orange filter applied to the outdoor non-mechanical areas. I like the skybox and that's about it.

Haven't bought the Morrowind chapter, but if it's anything like the Dark Elves' sections of the map, it's a bunch of crags, wastelands, and giant mushrooms.

Imperial City has its own unique skybox and color palette, and a mixture of elegant buildings and ruins of said buildings, in addition to miscellaneous daedric spires and constructs, creating a very wide color and structure range. The sewers have some very dynamic differences depending on where you are. If you were to load any random player into the sewers that had spent a lot of time in it at a random location, they would know exactly where they are with a cursory glance around them, and the sewers are a VERY large area. Not to mention the main hub of the sewers where Molag Bal's shade can be fought. Talk about atmosphere.

My vote goes to Imperial City, easily.

    Gold Coast
The Gold Coast is straight up TES IV: Oblivion nostalgia, distilled and updated to make a beautiful zone that feels accurate to Oblivion and better done than most of the base game zones. Just walking up the slopes and along the beaches and through Anvil and oh my goodness that twisty path to Kvatch...I felt immersed in the zone and my past experience of Oblivion in a way that Morrowind's zone never pulled off.

For an entirely new zone, my favorite is Wrothgar. Wrothgar feels huge, with a variety of ecosystems and different paths to explore and it feels filled with things to do and people to meet, again in a way that Morrowind never quite managed.

Wrothgar <3 Best zone they've have made so far in my opinion. I always keep coming back there, and only thing which prevents my characters from adventuring there most of time - no chance of dust and cipher from farming :'( Mountains are nasty though. I hate mountains and things which limit movement :D

Gold Coast - I actually like the land there, but it's too small and no snowy areas, so it would be my second favourite place from this list :)

Imperial City and Hew's Bane would be on third place. PvP element and density of mobs/lot of obstacles make IC horrible place for actually enjoying it's dark atmosphere :/ Hew's Bane would be nice if not for those nasty mountains.

Morrowind - I hated that zone, and I still do even though I bought this "chapter" :D Enormous amount of mountains and obstacles, weird paths... But it's still better than Clockwork City for my taste :o Clockwork City is just depressing. Many mountains (or rather canyons?), weird sky, sparkling flora, confusing architecture. I haven't bought it yet, waiting for next dlc mega pack which will include it, but I played it during my month of subscription and I really don't like to come back there. I liked Evergloam though :)

    Morrowind
Wrothgar looks really nice with areas of snow contrasting with tundra and lush vegetation to the south. But the blocky Orc architecture and the pointlessly huge settlements make finding a crafting station or a particular NPC a little inconvenient. Yes it looks good but I'd rather do my banking / crafting elsewhere.

The Gold Coast is a loyal reproduction from Oblivion, which while being good also makes it feel unremarkable in my opinion. Kvatch looks amazing but it felt more epic being crowded with daedra instead of silly hourglass preachers.

Hew's Bane is nice but the only thing that made me go 'wow' in there is the giant stone bird head on the south shore. Unless MoL counts. In which case it takes the cake.

IC is beautifully made but come on, I have kicked Kena out of that tower a hundred times. Why is that anchor still there? Same for all the daedra after the menace has been averted and the planemeld threat eliminated. I understand that it's the way 'IC' is. But somehow it feels out of place.

Morrowind and specifically Vvardenfell still makes me pause and look at the weird alien creatures and weirder vegetation in wonder. Will it die a bit after I properly explore the place and run the quests? Possibly. But for now it feels like the most pleasing to the eye. Except for Vivec city. Who in blazes made that hell of a maze? Takes me ten minutes to find something in that mess of halls within halls within open buildings.

CWC takes the cake for the ugliest, most out of place DLC so far. Polluted industrial landscapes are not pleasing to the eye and everything about that place feels like it belongs in a futuristic post-apocalyptic storyline and not in Tamriel. I cannot wrap my head around its mere existence. I just can't. It feels like the devs wanted to impose a Fallout DLC into their current MMO and justified it as being the CWC. What next, a pocket of Oblivion with firearms and hoverboard racing?

    Imperial City
Imperial City introduced an amazing experience when it first released, an Alliance versus Alliance versus Enemy (AvAvE) based dynamic where; a party is fighting a boss, another group flanks them in (or after) combat, the suspense and sense of threat when traveling, the security of others, the joy in defeating Molag Bal in the center. :)

As already stated, the atmosphere of the sewers is very distinct to where you are in relation to each alliance base. The daedric design of some locations are elegant and each district on the surface is unique in itself and has something to do.
The two dungeons are also very nicely done...

New rewards need to be added to give better incentive though... :(
    • I like Wrothgar, especially the new home, it is my second pick. <3
    • Morrowind was disappointing with it being an "Expansion" for what it was valued at, the region looked cool but seemed a bit too arid for my liking. Also the memory of being hyped with seeing Hungers added to the game, was impressed with the designs of the creatures but the fact we can't summon a functioning one peeved me off, sorry.
    • Hew's Bane is nice, especially for roleplay, however, a bit bored of the area.
    • Gold Coast, also boring.
    • CWC, hate the atmosphere, the concept and design is cool, but can't stand being in that zone, something about it irritates me.
