You can already do it with the Mark of the worm bug ( when you take the mark before the end of the arcane university Battleground)
I'd try to kill them only if they're in my path while I'm farming mats - you know, to eliminate the competition. Otherwise I wouldn't bother joining the Wild Hunt.
I would do what I say I wish I could do when I see them, kill them and teabag them.
I would otherwise play the game until I saw the bot train, and then I would derail it.

If someone gets x amount of reports for botting sure. Make it a bounty board. Clear out the bots in Glenumbra and get a reward or something.
We wouldn't have this problem if overland was pvp enabled.
I'd rather leave it to GM's.We wouldn't have this problem if overland was pvp enabled.
Overland pvp would kill the game, not just bots, as there would be a lot of players not wanting to participate. So the game would need an opt out option, which would also be available to anyone creating bots.

I've mentioned before that they should give a toggle option for those of us that want overland pvp, so it doesn't affect the pve'ers, but it should be that if a pve'er attacks someone that's pvp, they become auto flagged and then you can fight them. If that was the case, you could just follow the bots and stand in any aoe they cast, that way they get flagged and you kill them.
