There are several 3rd party tools, cheat engine being the most popular, that allow players to modify all sorts of variables in this game, giving them a huge advantage over other players.
And you just want to stick your head in the sand and pretend it doesn't happen?

Your defeatist attitude does not apply here. There is a lot ZOS can do mitigate cheating. If everyone demanded they take cheating as seriously as Valve and Blizzard do, they would probably comply.

It is frustrating as a player, to see how well and quickly the rules are enforced on the forums...but see the amount of time passes with little to no enforcement in game. Perhaps we could have community ambassadors in game to "help" get rules enforced? Or just any sign that ZOS cares about their own rules other than on the forums?

The problem lies with management and it always has . There is no open discourse allowed regarding the topic . Therefore the players just leave instead of getting into trouble for bringing any possibility of it up . ZOS has created a very soft cushion for cheaters with their policies . No names , no open discussion , no discussing punishment . That pretty much sums up the topic to the layman as don't talk about it here , we don't want to hear it . It's not a positive subject and it does nothing to bring in revenue so zip it . A policy made with ignorance towards the industry .
The truth is games with better communication on this and stricter policies have better player retention .

I think if an account holder is proven to have been using cheating/hacking stuff, then the account should be permanently closed, with no refund of purchase price, and their IP address banned.
BTW, I've never noticed these "farming bots". What about them in the game gives them away to you? (Just curious in that I would enjoy recognizing one when I see one. I'm not asking how to do it!)
