Probably many of the people who are saying multiple billions are either lying, or its a 'friend of a friend' where the story has grown when being retold repeatedly. Which isn't to say that they're all lying, it probably is possible if that's what your focus is, and there will be people who have gone down that path.
However, it's easy to get into the millions. One very boring way to do it is this:
14 characters. All maxed crafting. All have hireling passive at 3/3. That's 140 hireling emails daily, for a total materials value of 50k/g daily (average). That's a million every 20 days just for logging in and out of each of your characters twice daily, and taking a bit of time weekly to actually sell it on guild vendors.
When homestead was released, I basically had no gold at all, I now have 12M, and if you include other sell-able assets the total figure is more like 32M (via the /wealthub command which an add-on provides, this excludes anything which is bound or cannot be sold).
But having said that - IMO there is little point in having huge amounts of money in ESO.
* BIS gear is a waste of time and gold, you may as well stick with 2nd best, it is close and will probably still be 2nd best after the next patch.
* Motifs will be MUCH cheaper if you wait a few months instead of getting them as soon as the patch drops.
* What's the point in having a bunch of desolate houses which nobody ever visits? Have just one, and make it a smallish one so that it doesn't look empty.

I question your point about the gold needed for housing being unattainable by 90% of he population - anyone who wants to make gold can. ok, so given these stats... why are large homes, let alone manors, not to mention decorations priced so high? are the tinfoil hat people right and housing is just a cash grab, priced that way specifically to encourage people to buy and spend cartel coins because gold costs are unattainable by 90% of the population?

fengrush didnt earn that gold though - or at least not via normal means. he went to the warden player testing with like 800 000 in his bank, and came back with 40mil. i guess they rewardede their top content creators with a bit of in game gold, whcih im not mad about- i want them creating content and showing us builds- not grinding fake virtual money. .
