✭sigh...sharpened doesn't need a nerf...the other traits need a buff. Someone at ZoS just need to sit down and do the math and figure out what kind of buff would be required to bring infused, precise, nirnhoned, weighted, etc up to comparable levels damage wise. Even that wont help though...the all-knowing "meta" will soon declare a different trait to be the "best" and it will start all over again....sometimes you just have to let something be the best, thats all there is to it.25 -

No, here is what the notes say:
Universally adjusted the values of some 1, 2, 3, and 4-piece bonus stats for all Item Sets:
Max Health, Magicka, or Stamina has been increased by 13.3%
Weapon Critical or Spell Critical rating has been increased by 55%
Physical or Spell Resistance has been increased by 13.8%
Physical or Spell Penetration has been decreased by 22%
And spinner and spriggans penetration are 5 piece and thus not affected. Actually they both got buffed since they have max stamina and max magicka as 2 and 3 piece bonus.
