Generally people who see delve / quest bosses as an dps test if its other players in area.It depends on the situation. Usually I don't really mind some other player joining the fight against a delve boss or some random mobs. I don't need the help but hey, they get xp, I get xp, everything's fine. I join the fight of others too, but only if their health gets really low and it looks like they are about to die.
Only when I fight a quest boss and some max level moron steps in and kills them in two hits, completely ruining the quest and my mood, then I am extremely anoyed.
I like it. It really speeds a lot of the busywork up. Loot is instanced, and exp doesn't alter unless there's a bunch of people. I've met a few people by following them in delves, or them following me; waiting for each other when one of us are in a menu and powering through as a pair, grouped or not; parting amicably or adding to the friendlist to delve again one day.
Since two people can kill mobs without reducing exp (it doesn't start reduction until 3+), if I see a player fighting a one-diamond alone, or struggling with a group, I'll pop some heals and help burst it down. Most of the time I'm just A->B before I forget what I'm wanting to do, so help with stuff on the way (hey, they're in my way, too) and leave grinders alone.
We both get to have the leather scraps and gold, and it doesn't impair exp. It speeds us both up to get more, in fact. I don't understand why anybody would see this as a problem as it has literally no downside?
The only time I ever find strangers 'help' or presence backfiring is in the actual world - when they are super-aggressive and triggering effects such as environmental traps (everything is on fire, thanks), enemy spawns (IT SAYS SNEAK WHY ARE YOU SPRINTING AUGH DWARVEN SPIDERS EVERYWHERE), or sloppy/disregard for stealth (drawing NPCs' attention so they turn to see me as well, doing the stealth PROPERLY).
Doesn't bother me at all, the loot is per player and the experience was likely meaningless.
I generally help others if I see them, although if it's a low level character I see and I'm playing a high level one I tend to hold back my damage so of it's a new player they get the experience an actual fight.
A couple of weeks ago I was going through some maps with my main Khajiiti Magplar and solo-ing the world bosses. It was quite early in the morning and I was nearly alone.
Then I noticed someone watching me fighting the Boss and he then asked me via whisper if he could join the fight. I was really surprised to even get asked in the first placed and since I couldn't really reply while fighting....I just kinda waved to him to tell him it is okay.
After the fight I told him that it was totally cool that he joined and that I wonder why he would even ask in the first place. Turns out...this player had just joined the EU server from the american one. And he told me that people would really get upset on the US server if you dare kill "their" mobs or bosses.
I really couldn't believe this kind of mentality even exists in the first place. Imho if you are keen to have the mobs and bosses to yourself....go ahead and play Skyrim. Nobody will bother you there. This is a multiplayer game and hence you are not entitled to claim "your" mobs.

People in random dungeons don't seem to mind sorc players that can help win them the fight and the XP.
If I find 'random group' farming a world boss, then yes, I walk right in and throw everything that I can at it. I die and revive at least five times during the fight and normally walk away with the kill. Sometimes I don't. I don't do the same spot twice, I move on. Several random 'group friends' have dumped me mid-play as they weren't winning anything. So, I don't play that way anymore;
Some important facts:
- Gameplay has been knobbled to lower the effects of my chosen character, so it's FAIR NOW.
- If you keep being beaten, then maybe YOU made a mistake in what you chose as a character; or its configuration
- This is the ONLY thing that I ever win; so GFY.
on the 'Justice system'. Sure. I would nail every Palomino-riding Gandalfnnnnn that sprints in to steal what resource node I have just arrived at; or die trying. Good luck, it's already the 'lawless west' now.

Is this "kill stealing?" Not in a game designed like this. Players who claim this is kill stealing are trying to establish an artificial morality based on how they want to play the game (like a solo game), despite the game's overall design.
