Among the many pointless and unnecessary changes in this PTS, the cone for Rushed Ceremony is easily the most absurd. ZOS has a habit of ignoring glaring balance flaws and nuking things absolutely nobody complained about. Case in point, Rushed Ceremony on the PTS.
I could go on for days about how stupid half the balance decisions in this patch are but let's focus on this skill.
The number one complaint people had about it was in PVP, where a Templar has great self-healing. This change does absolutely nothing to address that. In PVE, people simply wanted other classes to compete in terms of healing. The solution would have been to give other classes more healing utility; not to destroy Templars.
The removal of Major Mending while citing resto heavies as reasoning was a joke. It just shows that ZOS has no idea what players are actually yydoing with these classes and skills. Good healers aren't sitting there doing dinky resto heavy attacks. The time required to heavy attack isn't worth the buff because I don't need Major Mending in a few seconds, I need it when I need it. As for Rushed, ZOS again cited something nobody uses. In this case, it was Healing Ritual. Nobody in their right mind is using Healing Ritual. Big heals need to happen quickly and the cast time makes this skill useless in the vast majority of situations. Having tested this, I've had group members dying two meters behind me as I cast the heal. This is stupid. This game has a major emphasis on movement and positioning and healers can't afford to play caboose all day because you don't know how your game is played.
This change benefited nobody in terms of balance but it sure made healing more annoying.

There are 100% healdebuff mechanics active in some encounters.
Otherwise the change was specifically targetted at the 1111111 bol mashers inside a random group of players keeping everyone around them alive by their superiour display of buttonmashing. I think it will succeed - atleast for range classes that can specifically target someone behind the templar.

I've had no issues with the breath change on PTS (have completed vHoF with my Templar healer), but I DID have this issue described here. I'd be right behind someone just spamming the hell out of BoL, and the heal wouldn't go to them, but would hit people without a drop on their health bars lol. I suspect something isn't right with this, and it becomes such a magicka drain because the one or two breaths you first cast that SHOULD hit the player needing them, aren't hitting them at all /:
Didn't have any issues with prayer hitting the players that I had this problem with, but with breath it was quite odd.
