Really dissapointed by all the new sets. Mostly niche, very boring, uninspired. I've expected much more.
I was hoping for something potent, something that might add to or replace things we have now. But it doesn't seem so.

I'm not all that familiar with pvp traits, but how much impen do you get from traiting it on all 7 gear spots? Is it less than 2500?
Definitely seems worthwhile. You can turn those impen traits into reinforced heavy to help counter penetration stacking, divines to boost mundus, or infused to stack max stats.

If you can proc Coward's with quick taps on shift while taking hits, it's very very strong.

Trickery does not need a downtime that long imo. Fun looking set. I could see it being competitive if the downtime to uptime ratio gets adjusted. Those are all strong and difficult to acquire buffs now. I'd recommend 10 seconds up, 5 seconds down because the buffs arenumerius, not predictable, and not all useful in the same situations.
Wizard's will go underappreciated, but damned if I won't be hunting that one asap. That will be super strong on certain builds. YES that effect will proc on your damage shields. You're welcome.
Impregnable is stupid strong for defense but leaves you lacking sustain and damage. I'll stick with Transmutation for my build personally, but this gives other class some easily accessible and extremely op crit resistance. Lol
Vanguard's is a zergling tank's wet dream. Please delete this set. No, I'm not being sarcastic. You'll need to be VERY tanky and rely on allies for sustain tools to make effective use of this set next patch, but there will be VERY tanky people inside zergs spamming sustain tools next patch...soooo...... ugh.
Warrior-Poet...meh. Do we really need more tank sets? Give Armor Master some rework love if you want a high max health tanky set...
Knight Slayer....only if we end up in some whacky heavy attack spam meta because we can't sustain without them. Won't be good in gank builds, which a few people have asked me about. I love the idea of tying damage to max or current health levels, but I would recommend something along the lines of "5pc: your fully charged heavy attacks apply a dot which deals 12% of your opponent's current health per second for 5 seconds. This effect is capped against bosses." 6% in Cyrodiil comes out to 1380 damage at full health, decreasing as they get lower. It's an anti-execute designed to dent tanks without burning squishies basically.
Guile and Shacklebreaker look very interesting. I like the hybrid stats, so maybe Pelinal's wouldn't be necessary in some sick hybrid builds. Guile will be extremely strong with the right 3-effect poisons. But then you'd be using poisons........ I do anticipate certain hybrid classes to be VERY strong next patch.
