I was wondering the same. Why are there so many just hanging about (or dueling) in every capital city? I'm only at a capital city, like Mournhold, to pick up and drop off the Undaunted and other dailies. Otherwise, I stay away. Too laggy.
Pretty much this, people are mostly in chat or afk or pretty afk as in in other window or on tablet while waiting.I could be afk.
I could be trying to figure out where I am/where I'm going.
I could be chatting with someone.
I could be Googling a question I have because I don't want to sound like a derp to everyone in zone chat.
I could be addressing my family/dogs/cats/etc.
There are lots and lots of reasons to stand in a city doing nothing. Sometimes I just like to watch all the crazy stuff my fellow players get up to.
