The tower is mainly to access the rooftop. The entrace to the balcony is nice because otherwise you have to run around the whole house to get up there (or jump from the tower), which kind of sucks...

You can run them pretty smoothly like normal stairs - no jumping needed at all. I wonder why they haven't included all kinds of stairs. Most of the objects that look promising in the beginning won't allow smooth walking above them...
I don't know about it being "the best house in ESO," lol. I'm not a fan of its interior layout (it's not very good), dark lighting, or sand everywhere, but that aside no one can deny that you've done very impressive work there. Good job.
