You'll be surprised by how many people find normal dungeons difficult/challenging, even in a group. The difficulty scale as far as I can tell goes:
Rabbits, Foxes, Deer, Snakes, etc.

It could also be a combination of all that. It's impossible to balance around every possible combination without lots of nerfing that ends up affecting other players who don't solo at all, and nobody wants that. This happens due to PvP balancing all the time and it annoys nearly everyone. You want more nerfs?

You can dodge roll the hallucinations in ruins of mazzatun. Cradle can be soloed if and only if you burst down the 2nd boss fast enough into his mechanic where he becomes immuned to damage. Other then that it is pretty difficult to solo
