Why are children as rare as Dwemer in ESO?

... can somebody tell me?

I mean, at least there are dozens of Dwemer ruins throughout Tamriel and they are mentioned pretty often. Whereas children don't exist nor are there any indicators that they ever existed. Nobody is talking about them, there are no stories about children, no toys, no “kids stuff“, nothing.

We already discussed the Dwemer mysteries in another thread and if they were zero-summed (and they weren't because many Dwemer things still exist) but the better question is... were children zero-summed?

Dropped because too much other to add.
Possible issues with the justice system if planned back then.
Various toys in treasures you steal.
An Khajiit kitten with an chase tail idle had been something :)
Grinding just make you go in circles.

I hear children all the time in area chat usually making fun of me after I get ganked, but just prior to them also getting slaughtered.

If you list closely you can hear their parents in the background taking their playstation away for vulgar language.

They are still playing Hide and Seek. You want to see the children you gotta get better at the game.

Maybe put some champion points into seeking?

This is pretty much #1. When they made children unkillable in Skyrim, some people actively made mods to make them rekillable. No one likes a witness to a crime they can't silence before running away to the guards and you know they would make is that the moment a child sees you do anything like stealing and murdering, those evil things will either ask for bribe or beeline for the first guard they see.

I would say they are rarer than Dwemer, but that's because I'm pretty sure the Harmonic Auditor in Rkindaleft is one and no one can convince me he isn't.

So that's one Dwemer in the game (two if Yagrum Bagarn is in Morrowind) and zero children.

Just so that everyone knows, my Altmer still can't have black hair. About a dozen of Altmer NPCs in the game have black hair. Just saying.

    Meet my characters:
    Command: Do the thing.

Zadarri, Khajiit Fist of Thalmor: The thing was done, as commanded.
Durza gra-Maghul, Orc blacksmith: The thing was done perfectly, in the most efficient way.
Tegwen, Bosmer troublemaker: You can't prove I didn't do the thing.
Sings-Many-Songs, Argonian fisher: Sure, I'll do the thing... Eventually. Maybe.
Aerindel, Altmer stormcaller: After extensive research, I've come to the conclusion that doing the thing would be a waste of resources.
Liliel, Dunmer pyromancer: Aerindel said I shouldn't do the thing. Something about "resources".
Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me.
Beatrice Leoriane, Breton vampire: I persuaded someone else into doing the thing. You are welcome, dear.
Sahima, Redguard performer: Doing the thing sounds awfully unpleasant and really not my problem.
Ellaria Valerius, Imperial priestess: I'll pray to the Eight for the thing to be done, if it is Their will.

If they add them in and don't let them be killable (like Skyrim) then they break immersion. But if they do add them in as killable (whether players kill them or not) then suddenly that would put the game as either adult only content or just outright banned, and at a bare minimum it would have various different activist groups up in arms creating a lot of bad press.

So to just leave them out does not break immersion and does not cause marketing problems.

Additionally they add very little other than atmosphere so what's the point if you are going to possibly face all of those problems.

I don't care for that one bit.

Just fill the private houses of people always asking for children with 100 of those, all begging and following them around.

because they add nothing to the game and you often want to kill them in excessively violent ways because they know you cannot kill them and thus act and say snarky and sassy things to your face. compare the amount of kids you have wanted to kill in various fallout and TES games to the ones you felt actually added something and come to your own conclusion.

    It's pretty obvious why

They were stretched thin and had to rush the game, and they felt Children NPC's were too much development time and not important enough to justify the time and money to create the character models and add voices.

A lot of elder scrolls online is modeled after Matt Firor's previous MMO hit, Dark Age of Camelot. In that game, there were no children NPC's, but there was an amazing 3 realm PVP system. This game does the same. So Firor probably made the executive decision to not include them due to time/money restraints, thinking that they weren't important enough.

    Probably a multitude of reasons:

    - Didn't have to model child NPC's
    - Didn't have to get children to voice act for them
    - People would complain they can't be murdered (yes, this was a complaint in other TES games)

I believe Hildegard in the DB is the only child NPC in the game. Even then, she's more a teenager then a child. I have noticed baby cribs around ESO so it's not like the citzens of Tamriel don't procreate, it's just a dev decision.
