Uh. Do anchors even grant that much XP? People crowded there during the previous festival for the skulls. Not for the paltry XP. .

The game allows people to level up too fast, while teaching them nothing about how to play the harder content, then gives them access to all of the high level content. They then go to dungeon finder and get dungeons they cannot complete and frustrate themselves and everyone else in the PUG.

If they are so bad, don't play with them. What this game allows, it allows. If you don't like PUGs because of "fast levelers who don't play the game well", find some solid friends that you mesh perfectly with and do content together.
