Does it increase the number of viable builds to have DW swords also boost magic - yes.
Does it create OP game breaking builds to have DW swords also boost spell damage - no.
Does it prevent other builds by overshadowing those - no (still get more overall DPS from staff-mag)
So i am in favor of it.
That said, no reason why there should not be also a "helps magica builds" nod for one of the passives in other stamina weapon trees and no reason why axes and maces shouldnt get bonus too - like boost to DOT damage or spell pen.
ADDING magica boost effects to all the stamina weapons lines would seem to address the "silly its just swords" and establish consistently that these are all magic weapons we are referring to, if only in being integrated into the mix of spell casting.
When possible, add, dont remove.

Would at least be nice if the light and heavy attacks from it scaled off of spell power. Kinda lame that stamina players hot for 3k with a heavy attacks and me just 500, but still need it to gain the same damage boost.
Which is why magicka users should use staves and not stamina weapons. These are the consequences of going dual-wield and why dual-wield isn't really that good in many situations. And, yes. key stamina weapons--2H melee and DW--do have more WD than staves have SD, but stamina in general relies more on weapon damage whereas magicka relies more on max magicka. While specific areas may look unbalanced, the overall end result is that the magicka and stamina are pretty well-balanced at the moment.
People want the extra stats from DW, but then don't like that those extra stats come with downsides. Well, those downsides exist for a reason. If you don't like it, use staves on both bars as intended--it's actually very effective and why more and more people are going that route.
