That's correct...it is usually up by this time, often well before this time. Also, other times, there would still be the banner even if to announce no maintenance for one or more platforms.
Also, to Vorcil, this is in reference to early Monday morning at 4:00am ET / NY time, as that is the default maintenance time for NA/PC.
Gina, can you verify that the NA/PC maintenance will be starting at 4am ET as the banner is still missing? Thank you.0 -

This is the first time I'm actually hoping and waiting for maintenance, since I (and many other players) are waiting for the promised fix for the insane mob damage in Normal "II" dungeons! So hopefully we can do random normals and pledges again in a few hours!Kind regards,

People have posted combat metrics/screenshots of normal mobs hitting for a lot more damage than the vet level version.
It shouldn't be easier to play on vet than normal.1 -

I checked yesterday to see if there was maintenance, and there wasn't any notice. Now today, I can't play when planned because of maintenance which wasn't posted.2 -

And what do you consider early ?
I would consider a "early" announcement at least 7 days before maintenance,
a "normal" announcement would be at least 3 days before,
but with ZoS its "normal" to do give announcements about an upcoming maintenance within 24 hours before it starts,if we are lucky.
If ZoS would say this is a "human error" then i say its ,yet another,cheap excuse for bad managing.
imo the maintenance banner hasnt been much of use lately,like last couple of months.0 -

It will have some of the fixes, but not all. It has to do with when we sent the update to Sony and Microsoft for certification; there is a hard cutoff.2 -
