Unfortunately because he was given guild bank withdrawal privileges that means that he was explicitly allowed to take whatever he wanted out of the guild bank for whatever reason he wanted.

It really sucks, and I wish there was a better guild bank privilege system that allowed better controls on what people were able to take, but the sad fact is that he was allowed to do what he did and because of that ZOS won't do anything about it.

I do very much encourage you to name and shame him on places other than these forums, though. Reddit maybe, I don't know. Anyone who might encounter him in-game should know what he is.

Yeah I agree with you on what their policy states. I am just wondering if they ever had evidence like this before that proves it was done with bad intent. I think the words he used proves that it was malicious and he did it for his own gain. Those people should get their inventory back because of it. The video shows it all, which I will link on the other websites.

I'm just trying to help them out.

You don't need evidence as it is not something that requires evidence to begin with. Everything he did was shown in guild logs and also ZoS's logs - which was evidence enough whether he admitted it or not. The point still stands, regardless what he said or what his reasoning was for doing it - he was "allowed" by you to take what he needed, he didn't break any rules or ToS except the friendships or trust that he earned (if any).

As others have said - ZoS stance on this is more or less unchanged in two years - "It is up to the guild leaders to decide who has access to the guild bank, we will not get involved".
Obviously you can try to contact them but i can tell you with 99% certainty - it's a lost cause. The only situation where they would interfere is if hack programs, bugs or compromised accounts would be used to do this, otherwise - no.

People are really defending someone who raided a man's guild bank, after he was kind enough to grant members access to try and help the members out. Defending this thief's actions to the tee, and even taking jabs at the OP too. This is wild. It's as though people weren't taught right from wrong, and such a thing as morals. Whether it be offline or online. Damn it man... O_O

I feel for you, OP. I really do. But as I said previously, we live in dark and wicked times. Keep doing the right thing, and stay strong. Don't buckle, and stay focused on being generous and gentle. Do not be foolish, but be kind-hearted. Even if you have rivers of people hating on you, and saying you're ultimately to blame for being so trustworthy. Put your trust in yourself, and whatever Faith's deity(s) you believe in. And don't stray away from your characteristic of being generous. Don't let this minor set back jam you up, or have you wanting to turn cruel like so many have.

Unfortunately, in this case, ZoS SHOULD get involved against the player in question. Looking at the transcript, the player also mocked ZoS saying they won't do anything, so he is free to do whatever. (Not the exact words obviously.) By not doing something, this behavior is being encouraged, it is basic psychology.

ZoS has 2 options, do nothing and more players will be ***hats and steal/cheat, which gives a game a VERY bad reputation.

    or...

Rip any hard earned gold/items from the person's account made since the theft, and give a minimum 1 week ban. Or some form of fitting punishment (A 3 day ban only is NOT a punishment, in any world.)

If the ToS do not allow this, then change them, simple as that. Changing them may not allow punishment on this player, but it will allow punishment on any future thieves. But yes, this person's name should be spat all over reddit so people are warned of who he is and can prevent him from joining/being in their guild.

If I give someone the keys to my house to feed my cat and water my plants while I'm gone, allowing them access to my fridge and TV while they're there, I automatically give them permission to steal all my possessions.
