Red Mountain Mini-Nerf?

Sorry if there's already been a post on this, but I noticed that Red Mountain's proc has a cooldown of 2 seconds on PTS that is not listed on live servers. Does that cooldown exist on live right now and just isn't listed, or is it a true nerf to the set? Curious if anyone knew, thanks.

Thanks, I thought I counted 2 seconds per proc in FTC on the scroll but wanted to be sure.0
