Coffer timers are character-specific and reset exactly 7 days after your previous completion of the quest on that character. Not 7 days after your previous coffer. (This may be a bug.)
This means that each time you turn in the quest and don't get a coffer, you've basically pushed back your next coffer by a week in return for a pittance of gold and XP.
This is what you should do:
- When you enter MoL, pick up the quest.
- At the end, talk to Adara'hai and look to see if a coffer is listed in the quest rewards in the quest turn-in confirmation dialog. If it is, complete the turn-in. If it isn't, cancel the turn-in and abandon the quest (if you don't abandon and clear MoL again, you still won't be offered a coffer even if you're off cooldown).

Why is this an issue now? Coffers have worked like this since the release of Hel Ra and AA, which was way back in 2014.
