Why is the Breton hero costume cape acting like pants?

When I purchased this....it didn't look great but without the hat enabled, it's o k.....until I began moving and notice that the leg portion of the cape is designed like pants. With each step, the cape behaves as if it's sewed onto each leg.

Why in the world was it designed as such?
There are plenty of flowing outfits where the cape could not be drawn as legs

I opened a ticket 160724-001755 and just want to make sure the devs actually do look into this as the support staff suggested in their response @ZOS_GinaBruno

    That thread doesn't point out the issue with the legs in the OP. I have not read all the other pages but my specific gripe is how the cape acts as if it's attached to each leg.

    It's be even better if it flowed like a cape truly while riding but in creating a costume with a cloak, you need to make it a cloak as cloaks were in the game loooong ago so it's not impossible for this one 2000 crown item.

    The costume doesn't physically have a cape part, its designed without it in-game, they don't have the capabilities to have the realistic flowing dynamics of a cape.

    What we have to put up with instead, as with all armors is basically an all-in-one gown or rather what most of it looks like, a bathrobe, that's skinned to your body without flowing movement.

    The video's might have a cape that's a separate thing from the robe itself but the best you will ever get in game is a long robe trying to give the illusion of a cape, and doing it poorly.

    The Guild tabards and some of the blue motif armor has flaps that work just fine. This isn't a not possible thing, it was just done poorly. It can be edited tho and that's what I'm hoping to have adjusted.

    It was a really pathetic cash grab. I highly doubt they will edit or fix the costume.

    Where on the list of things would that be? I really wanted it, but I decided not to pay for extremely dissapointing work on their part.

    Flaps yes, But flaps are an entirely different thing from a completely fluid cape that doesn't clip into things on your body or weapons on your back such as shields/2H etc and a tabard is a very small section in comparison.

    I think one of the draw backs, for this game at least is, imagine 100 players on screen, with completely fluid capes in PvP scenario, The FPS already tanks enough as it is without it.
