This will be the beginning of gambling packs like swtor continuously puts on their cartel market. It will all be crown store and you will keep buying packs hoping that RNGeesus will finally give you that one piece you have been trying to get.

Im willing to be Housing will be Crown based. You buy the Deed (hopefully with you picking it up with some sort of quest where you get the deed from a Provincial Clerk or someone) in the Crown Store. Then over time they add more and more Housing Items to the Crown Store for you to customize it.

Could be a quest you have to do for it also. Depends on whether the housing is the main part of the DLC or not.

I don't see it being available for gold unless this was a sub only game. It will probably be DLC for crowns or subscription locked.

Likely there will be a "base" housing offering (something simple, like a shack) but then additional "upgrades" offered through the Crown Store.

As been said previously- if it was a P2P subscription game, then in-game currency would be fine.

That said, I doubt seriously they're just going to offer it up for free to those who aren't laying down any cash beyond the initial game cost ($20 or less on sale) after spending development time on it. I'd also speculate they're likely going to keep the visual options (like a "neighborhood", for example) muted because the "safe" path is the one they tend to take, rather than the road less traveled... so you can kiss those dreams of a "hot pink" house to annoy your neighbors with goodbye.

Besides, you'd likely have to get it approved through the Tamriel Housing Association, anyway.

Will be either a DLC, ESO+ Perk or a Crown Store purchase, or a mix of all three. This feature is always the figured head of MMO cashshops. To think ZOS won't milk it is naive. So prepare thy wallets. I'm guilty of throw money away on housing like its water and I'm not alone. Whatever it costs, I will have it and so will others.

To pay by crowns, I think it would have to serve some purpose other than just fluff.

I don't see me spending a whole bunch of crowns for decorations or upgrades with zero purpose. I would prefer to have that stuff craftable and sellable on the market - boost to the trading economy.

Both. Gold and Materials with Crafting(Woodworking) and Crowns for straight up buying the place for convenience. I would also like to reiterate Pocket Plane of Oblivion with a wayshrine small island/landmass where you can control the aesthetic of the sky and landmass for where you like to build your home. My only concern is they may jacked up the material cost to tempt us to pay real money which would be the scummy thing to do. Again I wish this game was subscription only so I don't have to deal with this smarmy greedy bullcrap. But I kinda wish that if you're subscribed you get access to player housing also or you bought the expansion/dlc that was made with then you get access to it. Any new housing features comes with the subscription and recent dlc/expansion.

Real world cash will be required. Either Crowns or ESO Plus. The only thing that Gold will be used for in Housing is as a texture color if we are allowed to recolor anything.

I'm sensing something like researching traits, where upgrades take time to complete. Then of course, there is the crown store option to get it completed quicker.

As a few others here have said, I'm hoping it'll be a proper DLC pack with multiple features and facets, like Hearthstone. I'd love to see several options for housing, from buying one in an existing city, to building one out in the wilderness using your own crafting materials. I'd also like to see crafted furniture happen. I'll be disappointed if there's nothing more to it than "buy a deed, get a decoratable house", whether they do it with gold or crowns. Obviously, it'll have to be instanced/phased to some degree, but I hope they deal with that creatively and make it feel as seamless as possible under the circumstances.
