Honestly, I see something like that cost 5 million gold. Ideally, a couple of the smaller ones would be free but as a reward for completing a quest. Of course I was also expecting a gold based barbershop in game, so who knows.

This is something Ultima managed to get right, and even Star Wars Galaxies, for awhile. Unfortunately most get it wrong.
1.) Housing should be something that you get in-game. It should be something that you can also implement into the economy. (Limited Space) perhaps in some of the areas of the map currently inaccessible. Where you must purchase the lot and the building. You could build in different cultural styles.
Housing MUST be a place other players can also come to visit. It should include a trophy area, where you can display specific items, gear, trophies, or achievements you've unlocked. There should be neighborhoods and districts.
A.) Perhaps adding a carpentry passive to the woodworking skill line could help, allowing them to sell blueprints for floor plans.
B.) These carpenters would also be able to provide furniture and decor.
C.) Clothiers could provide Pelts, Rugs, and Linens.
These things together could add to the in-game economy and make the game more immersive. It would keep gold flowing between players rather than into a gold sink. Which some sinks are necessary to keep P2P prices from inflating too much. Sure, you can add crown store trinkets to put in the house, but I fear if they make housing pay-specific, they'll lose a lot of players' interest. It should definitely NOT be ESO Plus only. I'm ESO Plus subscribed and I think it's a bad idea.
2.) Guild Halls/Housing. There are really a couple of ways to handle this. I think it's HUGELY important to have this. There needs to be a themed, common meeting place where guilds can get together. It would help with the involvement level and loyalties of every guild.
A.) Guild Halls could be something larger, more lavish, and pricier than housing. Large longhouses with seating and tables, a stage and podium, etc.. It could have a yard, whatever. We could make it as lavish as we'd like to. This would be instanced, of course, as having these actually in-world may be pretty taxing on resources. It should be something that only has access via a totem or something that transports them to the guild hall. Again, it should have Tapestry and decor bearing the guild's symbols and colors. Customizable to a certain extent by the guild.
B.) Player Housing can be doubled as guild housing. As a guild, you can set the guild home to a player in that guild's home.
Then again, ZOS doesn't make money this way. With their current track record, I don't think they're really thinking about their fan base and the immersion. I think they're thinking about target markets and how to capitalize on the pay to play franchises.
