Probably because you are on the live servers, not the PTS, which I did state in the initial post.
CAN CONFIRM: all Tanlorin's quest books are available in the Malabal Tor hideout post quest update 45.
EDIT: Looks like all of Zerith-Var's stuff is available too in the area you first meet him in reaper's march.
EDIT2; Letter from Aradros, Yffre's Hymn, and Kathstn's Translation Second Stanza are still bugged.

No, the books do not have EM entries, and do disappear once read. I's refrain from learning them until that gets fixed, and yes, I did report it.

Now let's take your example. Floating objects and typos. Those require one adjustment only -- either fixing the existing text or moving an existing single static object position. No dependencies. ... And yet we saw how even that could backfire, with one rock template change resulting in a blocked corridor in the Vile Manse (thankfully, it's a circular corridor, so still accessible).
A bit more complex task is *adding* a static object. In part, because there needs to be a decision where to add it and all that.
Adding the post-quest book locations has all that, plus implementing condition checks, which is MUCH more complex, as it's not just a design task (placing an object) but also requires some coding added -- with all the complexities THAT brings in.
So those books are in the same basket with the Pale Order clue, not with the typos and floating/buried objects.

If that's the case, they're assigning wrong priorities, since a missing item in the game (book in this case) should be more important than a text typo or a rat clipping in the terrain.
