After going through this entire thread, the only action that seemed to work for me was the break-free for the time stop. Other than that, nothing mentioned work. Bashing on the three effects he throws has no effect. The only saving grace I had was that he doesn't hit all that hard, so I barely lost health by the time I had things figured out. But, once I got into the fight, it still took about 30 minutes.
This was with an CP160 Altmer Templar, in mix of 5 Barahah's, 5 Night Mother's, 2 Agility daggers, no poison. 23k Health and Magicka, 19K Stamina. His gold shield takes a ton of damage to bring down and when it does, he almost instantly cast it again. The only thing I could do was dps what I could, and as the gold light formed for his time stop effect, I'd cast Solar Prison when it refreshed, and watch his health drop by pixels every so often. The adds weren't that big of a problem...they never really bothered with my fight and, if they did, someone from the NPC group would drag them away after a bit.
All in all, it wasn't a difficult fight....It just took so blasted long that I almost let Artorius kill me so I could take a break.
1. When was this? Recently or a few weeks back?
2. This setup you have looks to me as a tanking setup (apart from the Night Mother, which is a good choice for jewelry if you participate in Justice), the only real damage you get from those sets is when Bahraha procs, and that is around 1000 Damage Per Second. I suggest you switch to a Damage Dealer setup for solo story quests.

Im on my 28th attempt at this guy, and right now im standing outside the entrance in Kvatch hoping someone will come along to group with.
He snares and i guess my reaction time isnt great, and it drains my health, by the time i break free hes already attacking again and deals 10k damage. im one-shotted. the only other time i managed to even him down to 3/4 health he starts time again and i gotta deal with adds. no biggie, but then he stops time and smites me down like a little wussy baby and im left trying not to snap my cotroller in half. i cant contend with someone that can do 16k+ damamge in like 3 attacks. getting close and using bloodthirst is cool until i run out of stamina. and hes not even taking that much damage i feel.
ill probably try again when i cool down or level up more but idk. I dont feel like i did any better than when i was level 48, jsut starting this for the first time. Everything else in the game, a little grinding and leveling and i melt through whatever was irking me. its just the bosses for this DLC seem a bit overly difficult for a solo Nightblade. which, i figure, is basically who the Dark Brotherhood caters too.
However, i will admit that im being bested and i dont think they should nerf anything or make it easier. It does have an old-school boss battle feel, complete with patterened attacks and somewhat studiable movesets.
So i appreciate that.
Ill keep trying, but i am glad im not the only one having a struggle.

What's your gear like? Are you wearing sets, is the gear close to your level? Is it in need of repair? This will be the biggest limiting factor. Since right now you don't need end level gear, there is a good chance you can find a guild mate to craft you some in at least green for free. Crafters are getting the different lower level mats back via doing writs, people have this stuff by the thousands and tens of in their crafting bags.
If that's not it, or once you take care of that...
Stop dealing with the adds. They do nothing but drain your resources. You have DB members fighting those adds for you, use it to your advantage. If your a stam user use a bows heavy attacks on them from far away to get back resources, if mag user use a staff to do so. Its been awhile but iirc using just heavy/light attacks you don't end up taking aggro from the NPCs. When he stops time and comes at you, you are full on all resources.
Remember when you go to break free(same applies to interrupt) you need to hold block before you hold attack to do so. I know it says them both together, but that will not always trigger it. Block needs to happen first even if it's just by a micro second(at least when using a controller). This may be the reason for you think your reaction time isn't great, it could be attack is getting recognized first and not properly executing the break free.
I wish I could give more advice on the fight itself but it has been a while since I've done it. The gear thing is really important for fights like this. I really wish they made the standard mobs in game a bit more challenging so when fights like this happen they don't become brick walls.

However, looking on Youtube, I've seen fights that have him freeze and unfreeze time so that adds get into it and several instances of people being unable to move at all until they just simply die.
I'm not entirely sure what's the real problem with it but just send in a bug report and pray ZOS does SOMETHING
