ZOS should have clarified it: for purposes of calculating the you-are-too-overleveled penalty, your CP will not exceed 160.
I.e., as a CP606 character, I was getting the same XP from killing CP160 mobs on the PTS as I did from killing VR16 mobs on the live server.
I have like 600 cp...there is no point for me to do anything in this game anymore...no reward... no incentive... I have been playing The Division though. Its pretty fun.

I never really thought about it while I was playing them, but in retrospect, you just described the exact life cycle of every MMO I've ever played.Basically, you get to max lvl, then you work on getting max solo gear, then max group gear, then max raid gear. Then you re-do the raids 1,000 times until everyone else in the guild gets max raid gear. Then you keep killing raid mobs until the next expansion, at which time you start over at the beginning.
Eventually the game gets waaay too complicated, nerfed all to hell, everyone you know leaves, and you find another game to play, in which you start the process all over again.

Answer is probably that we will be locked at cp160 just as our gear is. We probably will not be CP 500 for awhile.

They've mentioned that they're going to raise the cap eventually. They still want players to catch up. Most vets haven't capped yet. There's still stuff to do. Like make money and finish your gear if you haven't already.

Seriously? So when people hit 210 Champ Points, they have to do triple the work to earn a point? Do I even need to say this is a bad idea?
If you have 450 CP now, you will still have 450 CP then, as will all of your other characters on that account. Everybody is not going to be "reset" to 160.
Not really, I mean think about it, what other MMO out there lets you earn advancement levels that are instantly shared with all other characters across your account?
Think about it, you only have to lvl up one character. Any character you play earns "account advancement" in the form of CP.
So if you have a 501 maxed out character, and roll an alt, guess what, you are lvl 1 with 501 CP, and all you have to do to achieve the game's max lvl is to get him to lvl 50, which is ridiculously easy running around with 501 cp and a set of the new training gear to cap xp bonuses.

Get you main to max CP before DB launches, other toons get to 50 and just stop. You will immediately have 8 max lvl toons this way, with minimal effort. Yes, pretty sure that is how it is intended, although I do not know why.

Wrong. Whatever the max number of CPs you have now, you will keep. If you do not have 501, they will compensate you with bonus CPs equivalent to your highest Vet lvl, basically paying you back in CP for grinding out those levels.
If you have 450 CP now, you will still have 450 CP then, as will all of your other characters on that account. Everybody is not going to be "reset" to 160.

Every major MMO I have played has some sort of lvl cap, or do you want it to be like one of those Korean ipad games that lets you get to lvl 999+?

First question. Have you actually testing this on the PTS or just raging based on your theory?
Second, but not s question, Instances and the gear we can wear is locked at cp160. As OBVIOUS as it is that Zos would give CP/XP to someone at CP 500 for a kill of someone at CP 140 while gear and instances are capped it's also possible they overlooked this.
In other words,this needs to be tested rather than just complained about. If it is the case Sos needs good feedback about it rather than just complaints based on theories on what might be. I don't see you mention you e actually seen it work as you suggest.
