There are no easy fixes for Cyrodiil. Implementing popular community idea X won't do it. ZOS needs to commit to this product by allocating resources to it: staff, devs, money, executive oversight.

They won't do that now because this product lasting long term obviously wasn't the plan at this point as past behavior shows this.
I have come to the conclusion that eso only exists to allow Bethesda time to work on the new IP Howard has been talking about. If this is the case eso has at max another 18 months to two years left they will milk before TES6 and its DLC hits at which point renders ESO obsolete. Remember the game was launched as having 5 years of content planned so late 2017 to early 2018 for TES6 hits around that time frame and everything is pointing to it. ESO was never intended to be a WOW and last forever. It's was meant to be a filler between TES titles as Bethesda can't create two new IP, make FO4, and work on TES6 at the same time, ESO fills that gap. No reason to commit tons of resources to a product going into year 3 of its ordinal 5 year plan makes no sense.
